The Tampa City Council approved a new package of ethics and transparency rules Thursday aimed at expanding financial disclosure requirements and increasing public access to information about meetings between city officials and registered lobbyists.
The fictional ordinance, approved in a 5–2 vote, requires elected officials and senior city employees to file more detailed annual financial disclosures and report certain meetings with lobbyists within seven business days.
Supporters of the measure said the changes are intended to make it easier for residents to understand how decisions are made at City Hall.
“Public trust depends on people being able to see who is participating in the decision-making process,” said fictional council member Andrea Lewis, one of the ordinance’s sponsors.
The new rules would also create an online public database containing lobbying reports, financial disclosure documents, and records of certain gifts received by city officials.
Two council members voted against the ordinance, arguing that some provisions could create unnecessary administrative work without significantly improving accountability.
Fictional council member Robert Hayes said he supported greater transparency but questioned whether the reporting requirements were too broad.
“We should make government more accessible without creating a system that produces large amounts of paperwork with little public benefit,” Hayes said during the meeting.
Several residents and representatives from local civic organizations spoke in favor of the measure during the public comment period. Others asked the council to include stronger enforcement provisions and larger penalties for repeated violations.
Under the ordinance, most violations would initially result in written warnings or civil fines, while repeated or intentional violations could be referred to the city’s ethics commission for further review.
The city will have six months to develop the online disclosure system before the new reporting requirements take effect.
Officials said the first version of the public database is expected to launch in early 2027.
